Does the community version have CPU restrictions?

Does the community version have CPU restrictions? I find official website say it has. Reference: Unlimited graph scalability lifts the four-CPU-core and graph-size limits of the Community Edition.

The lock manager component in community barely scales above ~4 cpu cores. You have a capacity limit of 34bn node and 34 bn rels. You cannot run a cluster in community edition.

All these restrictions are not there in Enterprise edition - together with a SLA based support plan offered in multiple levels. There's much more differences between the editions. The general guideline is that community should have everything aboard to run your pet project wheres EE adds features typcially required in a enterprise context.
