I am relatively new to Neo4j and wondering if cluster configuration is only available in EE or if there are options to configure clusters with limited functionality in community edition as well

I don't think you'll be able to configure cluster on community edition; I would say it possible only if you have read-only database, i.e. there is no data consistency issues. So, then you may consider building HA architecture by your own.

According to the documentation, Causal Clustering is only available for Neo4j Enterprise Edition.
